Identifying the needs of communities/target audience can involve a combination of statistics (e.g. census data, indices of deprivation) and results of surveys/consultations/community meetings. Undertaking a SWOT analysis will identify key challenges early on. Integral at this stage is to involve as many members of the community as possible, this will assist both with the project being accepted and with generating volunteers at a later stage.
