What ever method you choose to monitor and/or evaluate a project it is imperative that the method is fit for purpose ie. it will give you the data that you need. A simple traffic light system indicates the status of different elements of the project which if reviewed regularly can be a very good tool for keeping on track. Other options can be qualitative via interviews e.g. anecdotal the village hall is very good for the village, or quantitative via questionnaires e.g. I score the village hall 5 out of 5 as it is very good for the village. Important lessons can be learnt for future projects at this stage although there is a tendency to assign little time to evaluation as people are moving on to an exciting new project or glad the existing one is over!
