2) Declarations of interest by the Councillors in any of the agenda items listed below. The Code of Conduct for Members requires that declarations include the nature of the interest and whether it is a personal or prejudicial interest. In the case of a personal interest, the member may speak and vote. If it is a prejudicial interest, the member should withdraw from the meeting whilst the matter is discussed and may not vote.

5) Highways a) Posts and Pavement on Fulmdeston Road

Response from Highways: 

• If the local farmer has caused damage to the Highway verge, then it is his responsibility to make good that damage. • The primary function of reflector posts is to warn of hazards. In the past they have sometimes been used incorrectly to protect verges. These will gradually be removed as they reach the end of their life. The reflector posts will not be replaced. • Generally the list for new footways for the Northern Area stands at around 80 assessed, prioritised schemes with current capital funding levels allowing four or five schemes to be constructed annually, although this number does depend on the size and, therefore, the cost of individual schemes. Recently, two new factors have materialised. Firstly, the number of requests has begun to increase, but, possibly more importantly, as all budgets have had to be tightened, the available resource for assessments unfortunately falls short of the number of new requests received. This has necessitated new requests having to be held on a second list awaiting assessment. New requests, therefore, once exact locations are identified on a small-scale plan, are submitted to the Policy Department in County Hall for adding to the assessment waiting list. Generally this list stands at 20 plus schemes, but at current request levels, looks to possibly increase in length and available funding looks certain to be reduced even more in future. • Highways are prepared to consider the request for pedestrian warning signs and an officer will look at the area to identify possible locations. The officer apologises for not being able to help more.

13) Hindolveston Silver Band Music Trust. a) To report that the Trust is completing the setting up procedures. To confirm that Mary Walsh and Peter Patten are the two councillors nominated by the Parish Council as originally agreed.

17) Items for next agenda (not for discussion). a) To review rent for allotments for next year. (It was agreed last year to keep the rent the same for this year.)

18) To confirm that the Chairman has carried out an annual review for the Clerk and to confirm the salary for this year.

19) To confirm that the next meeting will be at 19.30 on Thursday in the village hall on Thursday 15 July 2010.
