The IMD is measure that combines seven domains (aspects of deprivation). Each domain comprises a number of different measures or indicators that are combined to give the domain score. Each domain is given a specific weight (level of importance) when combining into the IMD.


The domains their indicators and their repetitive weightings are.

  • Income (22.5%)
    • Adults and Children in income support households (Department for work and pensions DWP)
    • Adults and children in income based job seekers allowance households (DWP)
    • Adults and children in working families tax credit households whose equivalised income (excluding housing benefits) is below 60% of the median before housing costs (Inland Revenue and DWP)
    • Adults and children in disabled person’s tax credit households whose equivalised income (excluding housing benefits) is below 60% of the median before housing costs (Inland Revenue and DWP)
    • National Asylum Support Services (NASS) supported asylum seekers in England in receipt of subsistence only and accommodation support.


  • Employment (22.5%)
    • Unemployment claimant count of women (aged 18-59) and men (aged 18-64) averaged over four quarters (Office of National Statistics (ONS))
    • Incapacity Benefit claimants of working age population (see ages above)(DWP)
    • Severe disablement allowance claimants for working age population (DWP)
    • Participants in New Deal for the 18-24s , 25+ and 18+ lone parents who are not included in the claimant count (DWP)


  • Health, Deprivation and Disability (13.5%)
    • Years of potential life lost (ONS)
    • Comparative illness and disability ratio (DWP)
    • Measures of emergency admissions to hospital, derived from hospital episode statistics (Department of Health DOH)
    • Measure of adults under 60 suffering from mood or anxiety disorders (ONS, DWP, DOH and Prescribing Pricing Authority)


  • Education, Skills and Training (13.5%)
    • Average points score of pupils at key stage 2 (end of primary) (DFES)
    • Average points score of pupils at key stage 3 (DFES)
    • Average points score of pupils at key stage 4 (GCSEs) (DFES)
    • Proportion of young people not staying on in school or non-advanced further education above 16 (child benefit DWP)
    • Secondary school absence rate (DFES)
    • Proportions of working age adults (aged 25-54 for this measure) in the area with low or no qualifications (ONS)


  • Barriers to Housing and Services (9.3%)
    • Household overcrowding (ONS)
    • Local Authority level percentage of households for whom a decision on their application for assistance under the homeless provisions of housing legislation has been made, assigned to the constituent area (Office of the Deputy Prime Minister ODPM)
    • Difficulty of access to owner occupation
    • Road distance to GP premises, supermarket or convenience store, primary school and a post office.


  • Crime and Disorder (9.3%)
    • Incidents of Burglary, Theft, Criminal Damage and Violence (Police Force data)


  • The Living Environment (9.3%)
    • Social and private housing in poor condition (ODPM)
    • Houses without central heating (ONS)
    • Air quality (UK National Air Quality Archive)
    • Road traffic accidents involving injury to pedestrian and cyclists (Department for transport)
