Rural disadvantage Bookmark and Share

The Commission for Rural Communities defines disadvantage as "an inability to participate fully in society. It is about how individuals and households can participate in either having, or doing, the things that the majority have, or can do."

The common definition of rural is those communities of less than 10,000 population.
