Our experience is that Norfolk communities are very active overall but that this activity is not evenly spread across the county. To try and understand this we have put together a heat map of community activity in Norfolk based on the data we hold.


The map is produced by creating a ‘score’ by combining data including contested Parish Council elections, numbers of community organisations, the existence of key activities such as Parish Plans and community newsletters as well as our own work with communities over the last three years. It adjusts these by size of population as well as looking at the range within the county.

This is entirely imperfect but is designed as one of a range of tools to guide our own service planning, stimulate debate and make the point that community activity varies significantly across the county. This is particularly key as service providers look for community led solutions and we see the need to balance ideas around localism and big society while ensuring those in need receive the services they require.

We will look to continue to refine this approach as well as work with communities and service providers to help strengthen our community and create services that meet people needs, particularly in isolated rural areas.
